More Fun to come. Tomorrow, Saturday, 19 October, is our annual Window Painting event with a rain date of 20 October, Sunday. Next Saturday, 26 October, brings out the Ragamuffin Parade: no rain date is planned.
BM Rotary Presents the Harlem Magic Masters. Hold the date and plan ahead because Rotary is sponsoring the Harlem Magic Masters at the Briarcliff High School Gym: Friday, 1 November with a tip-off at 7:00 PM. A special half time show enables kids a chance to get out on the court and enjoy the humor of the Magic Masters with tricks and give-a-ways. Advance ticket sales for $12.00 can be purchased at Todd School PTA Book Fair, the BM Library and Community Center, Weldon’s and Raveis Legends Realty Group. Harvest in the Village like Community Day was a great success. We plan on sitting down with the Chamber of Commerce and our Recreation Committee in the near future. The idea is to review our events, programs and activities for next year. Those Autumn Leaves. We are transitioning from Summer work to the Fall leaf season by prepping equipment for leaf pick up season … we expect a “bumper crop” of leaves this year. After significant work to restore and re-organize our facility, the VBM Organic Waste Area is open. You are also reminded not to dump your leaves on Village property, the sidewalks, curbs catch basins or on the streets. You are creating a safety hazard in your own front yard. AND please do not dump or blow your leaves across the street to Village owned property. In many cases this creates a drainage/flooding
condition in times of heavy rain.
Board of Trustees (BOT). The next Work Session has been re-scheduled to Tuesday, 29 October 2013 starting at 6:45 PM. The next BOT session is Wednesday, 6 November 2013 starting with a W/S at 6:45 PM before the 7:30 PM meeting.
Question of the Week: What is this Annexation thing and what is a 1720 Petition? Annexation is a very complex NYS legal process … but here goes an initial explanation. At least 2 years ago, a group of Town of Ossining (TOS) citizens living outside our Village (largely with Briarcliff Manor postal addresses) asked the VBM to annex (that is to add / connect them officially) to our Village government.
Virtually all of these same TOS residents also enjoy VBM Fire and Ambulance protection under contract with TOS since the early 1940’s: the area is also called Fire District 20. The specific areas are TOS Election Districts 17+20: hence the term “1720”. In essence the annexed area must share a common border with the VBM. In this case, 1720 starts with Ryder Park and runs east, back and around to VBM. The actual annexation process calls for an actual petition signed by a sizable percentage of those same 1720 voters requesting a separate vote for them to change their unincorporated TOS status and become a part of VBM. This is a government change and does not affect existing school district boundaries. By NYS Law, the petitions had to be filed first with the WC Board of Elections where those signatures were reviewed, verified and certified by both Election Commissioners as having more than the minimum number of valid signatures. This was done a few weeks ago. The petitions then go
to both the TOS and VBM and were filed at both this week. At this point, by NYS Law, the TOS and VBM are to have a joint public hearing on the subject. This has not been set yet but needs to be scheduled within a specific timeframe together with financial/operational analytical presentations indicating the potential effects to BOTH TOS and VBM if annexation were to go through.
At this juncture, I would like to pause in my explanation because the analysis needs to be updated and the public hearing has not been set. When the joint TOS and VBM public hearing is set, I will share with you the next series of steps in the annexation process and how it could lead to a vote by 1720 to be annexed by VBM or not. The decisions reached at the public hearing stage can take many paths … so obviously, there’s a lot more information and legal procedure to come.
